196 million to the Campania MPMIs for digitization, modernization and restructuring interventions



It was published in BURC n. 118 of 27/12/2021 the Notice for the facilitation of spending programs of micro and small enterprises in Campania for the realization of investments in Digitization and Industry 4.0, Social and environmental safety and sustainability, new organizational models that allow a significant improvement of corporate competitiveness.


The Notice is financed through the  Regional Fund for Growth , a financial instrument consisting of a non-repayable grant and a subsidized loan aimed at supporting investments for the realization of investments to strengthen and restructure the company and in productive, organizational and innovation innovation. energy efficiency, dictated by the post Covid 19 paradigms.


The  resources  made available by the Campania Region amount to Euro 196.5 million from the POR FESR funds.


The tool is  aimed  at the following beneficiaries:


  • Small and micro enterprises, which are established and registered in the Business Register of the Chamber of Commerce, Industry, Crafts and Agriculture, competent for the territory for at least 12 months prior to the date of publication of this Notice in the BURC;
  • Freelancers who are equivalent to SMEs for the purposes of accessing the facilities provided for in the 2014-2020 Structural Funds programming, who have been VAT holders for at least 12 months prior to the date of publication of this Notice on the BURC.

Three  types of interventions  to be carried out in the Campania Region and related to:


  • Digitization and Industry 4.0 , tangible and intangible investments to support the processes of reorganization and productive restructuring for the transition 4.0;
  • Social and environmental safety and sustainability , investments aimed at increasing the environmental and social performance of the company, guaranteeing the health and safety of operators;
  • New organizational models , investments aimed at the reorganization of business processes through the introduction of new management solutions, systems and equipment aimed at increasing productivity and economic performance.

Eligible  expenses  relate to:

  • Plant and machinery, new from the factory, strictly necessary and functional to the production cycle and to the exclusive service of the activity covered by the subsidies. Electronic machines and hardware equipment are also eligible.
  • Plant engineering works , functional to improving energy efficiency and installing the assets referred to in point a) and adapting the local unit involved in the intervention, to the anti-Covid regulations and the reduction of architectural barriers. These expenses are allowed up to a limit of 10% of the total eligible investment.
  • Real services functional to the resolution of management, technological, organizational, commercial, production problems and aimed at improving environmental and / or social performance and competitive positioning. These expenses are allowed up to a maximum of 30% of the total eligible investment.
  • Software, systems, platforms, applications and IT programs functional to the management and production needs of the intervention.
  • Administrative expenses, expenses for feasibility studies , charges for the issue of technical-accounting certificates and guarantees to cover the repayment of the loan provided for in this Notice. These expenses are allowed up to a maximum limit of 10% of the total eligible investment

The  concessions  are granted, by way of de minimis , to cover 100% of the eligible expenditure program and divided as follows:


  • 50% of eligible expenses, as a grant;
  • 50% of eligible expenses, as a zero-interest loan.

The  loan  provides for the following conditions:


  • Overall duration: 6 years
  • Reimbursement: 60 months with quarterly deferred installments at constant principal amounts (Italian amortization), plus 12 months of deferral starting from the date of disbursement of the advance.
  • Interest rate: 0%.
  • Personal and / or real guarantees given by the subjects and in the manner provided for in the Notice.

The  spending program  must be between a minimum amount of 30,000.00 Euros and a maximum amount of 150,000.00 Euros.
